Statistical population of the research was faculty members of physical education universities of East Azerbaijan province, managers and employees of the General Directorate of Youth and Sports and cities, heads of sports bodies, authorities and sporting director, and public and private institutions in the field of sport activity they account for about 150 persons. Due to the limited population, the sample was considered equal to the population. The method of collecting data for this study are combined, the first in-depth interview and theoretical saturation, strengths, weaknesses, opportunities and threats championship. strategic province were identified. A questionnaire has been prepared on the basis of the findings in this study were interviewed. For construct validity, confirmatory factor analysis to determine the status of the items one sample t-test to analyze the situation and develop strategies from the SWOT method was used. After determining the strategies and prioritize them using the Balanced Scorecard, operational athletics program was developed province.
