شناسایی و اولویت بندی عوامل موثر بر جانشین پروری در وزارت ورزش و جوانان با رویکرد مبتنی بر شایستگی

چکیده

هدف از پژوهش حاضر،شناسایی و اولویت بندی عوامل موثر بر جانشین پروری در وزارت ورزش و جوانان با رویکرد مبتنی بر شایستگی است.پژوهش حاضر از حیث هدف از نوع تحقیقات کاربردی و از نظر زمان مقطعی و از نظر گردآوری داده ها به‌صورت آمیخته و ترکیبی و از نظر روش و استراتژی همبستگی می باشد.در مرحله اول با بررسی متون و کدگذاری باز محوری و انتخابی(تحلیل محتوا) داده های اولیۀ متغیرهای شایستگی کارکنان و مولفه های مرتبط با آن و متغیرهای جانشین پروری بصورت کیفی استخراج شده و سپس در مرحله دوم مدل مفهومی تحقیق بدست می آید.روش جمع آوری اطلاعات،بصورت میدانی و کتابخانه ای می باشد.پس از تعیین نمونه‌ی تحقیق، به‌منظور جمع‌آوری داده‌های موردنیاز از ابزار مصاحبه استفاده می شود.اطلاعات از طرق کتابخانه ای،بررسی اسناد،مصاحبه و پرسشنامه های استاندارد شایستگی و محقق ساخته جانشین پروری جمع می شود. مدیران ارشد،مدیران منابع انسانی وزارت ورزش و جوانان و صاحبنظران حوزه مدیریت منابع انسانی، به عنوان خبره و با روش نمونه گیری گلوله برفی انتخاب شدند. نمونه گیری تا مرحله اشباع نظری در اطلاعات گردآوری شده ادامه یافت.نتایج حاصله نشان داد که 5 عامل اصلی( استقلال سازمان،توانمند سازی،زمینه،مدیریت استعدادها و شایستگی) در قالب 27 شاخص بر روی جانشین پروری تاثیر دارند.
