چکیده

هدف از پژوهش حاضر، شناسایی موانع مدیریت استراتژیک در معاونت تربیت بدنی و سلامت آموزش و پرورش ایران می باشد.
از نظر هدف کاربردی و از منظر گردآوری اطلاعات از نوع کیفی و مصاحبه نیمه ساختار یافته می باشد. جامعه این پژوهش شامل کلیه مدیران، مشاوران حوزه ستادی و معاونین استانها در معاونت تربیت بدنی و سلامت بودند که از میان آنها 50 نفر براساس تجارب کاری، مقالات چاپ شده، تالیف کتب مرتبط و حوزه اجرایی‌شان که مرتبط با با پژوهش حاضر بودند انتخاب شدند و روش نمونه گیری نظری و به صورت هدفمند بود. برای تحلیل اطلاعات بدست آمده در مصاحبه‌ها، از روش کدگذاری باز و محوری و انتخابی استفاده شد. نتایج نشان داد که موانع مدیریت استراتژیک در این معاونت شامل 3 مقوله کلی و 9 مولفه که عبارتند از ایدئولوژی سازمانی( موانع آموزشی، موانع ساختاری، موانع طراحی و برنامه ریزی و موانع اخلاق حرفه ای)، عوامل برون سازمانی( موانع حقوقی و قانونی و موانع محیطی) و منابع سازمانی که شامل( موانع اطلاعاتی، موانع انسانی و موانع مالی) می باشند. و از ویژگی‌های این پژوهش یافتن موانع جدید نسبت به سایر پژوهش‌هاست. معاونت تربیت بدنی و سلامت با استفاده از ظرفیت‌های رسانه ملی، جذب حامیان مالی، تصمیم‌گیری مشارکتی در اجرا و نظارت مستمر می تواند در رفع موانع مورد نظر اقدامات موثری انجام دهد.
